The staff at Wildwood Consulting, Inc. has extensive experience supporting decision-making and consensus-building on issues involving natural resources. Specifically, we provide water resources planning, strategic planning, project management, resilience assessment, report writing, and facilitation. We have worked in numerous Florida watersheds, including the Everglades, the Caloosahatchee River, Indian River Lagoon, Charlotte Harbor and Estero Bay, and the Upper, Middle, and Lower Saint Johns River.

Tiffany Lutterman Busby, President
In 2000, Tiffany founded Wildwood Consulting after serving as the Director of the Charlotte Harbor National Estuary Program (NEP) and as the manager of the Georgia Coastal Management Program. She saw the need for a specialized firm that could support federal, state and local governments and agencies as they implemented restoration projects.
These efforts often involved multiple agencies, citizens, universities, the private sector and specialists who needed assistance with tracking and coordinating joint projects. One example is the Total Maximum Daily Load (TMDL) program. As collaborative efforts expanded, Tiffany supported the committees, agencies, and stakeholders involved with modeling, development of pollutant load allocations, policy development and implementation through facilitation and conflict resolution assistance. Tiffany continues to support complex decision-making processes and implementation of programs and projects.
Tiffany has a Master’s Degree in Environmental Management from Duke University and a Bachelor’s Degree in Business Administration from the University of Texas at Austin. Tiffany is a Past President of the Florida Stormwater Association and their past Chair of Legislative and Governmental Relations. Tiffany is also a Certified Facilitator through the University of Miami.

Tina Gordon, Program Manager
Tina is a trained facilitator with more than 12 years professional experience in coastal resiliency, ecological, and natural resource issues. Tina has extensive expertise in identifying beneficial projects and preparing management plans. Tina supports basin management action plans throughout Florida, including those that address surface waters and springs impairments. Prior to joining Wildwood Consulting, Tina was the Coastal Training Program Coordinator at the Guana Tolomato Matanzas National Estuarine Research Reserve. Tina has facilitated collaborative meetings on topics such as sea level rise, regional oyster research, water quality, and living shorelines. Tina has also delivered training and materials for a wide range of audiences on various environmental topics for the public and for technical audiences.
Tina has experience with large-scale planning efforts, such as her work on 13 different springs water quality restoration plans. Tina also supports water quality plans related to fecal indicator bacteria (FIB), preventing algal blooms, and other nutrient-related impairments. Tina has expertise in providing maps and graphics in geographic information systems (GIS) as well as in Tableau.
Tina holds a Bachelor of Science in Wildlife Ecology and Conservation from the University of Florida. Previously, Tina served on advisory boards for the St. Johns County-University of Florida Institute of Food and Agricultural Sciences (UF-IFAS) and for Florida Sea Grant.
Sara Driggers, Project Manager
Sara is a dedicated and accomplished project management professional with over eight years of expertise in water resource grant management and technical systems analysis. With a Bachelor of Arts in Business Administration Management from St. Leo University and an Associate of Science in Computer Information Technology from St. Johns River State College, Sara blends business acumen with technical proficiency to drive sustainable and impactful outcomes.
In her most recent role as Project Manager at the St. Johns River Water Management District, Sara led annual cost-share programs, collaborated on software enhancements, and managed critical grant projects from inception to completion. Recognized for strategic partnership cultivation, she ensured the successful implementation of initiatives through effective communication and innovative problem-solving. She also contributed to public outreach efforts and promoted grant program visibility by coordinating ribbon-cutting events and media highlights.Previously, Sara held roles as an Application Developer Associate and ECM Support Specialist within the same organization, where she managed software systems, provided technical analysis and support, and enhanced workplace efficiency. Certified in ITIL, Kofax Capture Administration, ICA Agile, and more, Sara is committed to continuous professional development and excellence in both project management and technology solutions.
